Why majority of people that live in China, Japan, Korea and Mongolia possessed a pair of small eye?
i means that there eyes are not big

I think their eyes are the same size as ours. Their eyelids are just different shapes. people in Russia, Peru, Kyrgystan, Afghanistan and Kazahkstan have the same eyes so I think it's probably more 'normal' (ie common) than having rounded eyes.

I think you are referring to the eyelids, but the size of the eye when you have to disect it, it would be of almost the same sizes. Evolution plays an important part. If you would notice even in the sizes and shapes of nose of different races vary or may differ. Primarily, because they have to. They have this appearance surely because their climate and topographic locations want them to look that way to survive and be suitable for their topographic locations. Similary, most Asians have brown to dark pair of eyes because they need to protect themselves from the harmful UV rays of the Sun since their countries are near the Equator where they can see and feel the extreme heat of the Sun.

They belong to a race whose one of the major characteristics is small and slit eyes. Thousands of years ago people started moving to most sides of the Earth. Each group got adapted to the different climates of areas they lived by changing their physical appearance. So we now have races

Before such an answer can be calculated, you'll need to define the parameters of "small eye", then start counting people or at least taking a random sampling and begin measuring. I can't imagine what use such information would be...unless you've gotten a good deal on small glasses and are hoping to resell them at a profit to small-eyed people in Asia.
